Shri Balamurugan, IAS
Mr. Balamurugan is a senior Indian Administrative Service (IAS) of the 1994 batch Punjab Cadre. His over 35 years of professional career, spans across corporate sector, State Governments of Punjab and Tamil Nadu and impactful voluntary organisations.
He is recognized as a professional leader in administration, across diverse sectors, with institution building as his forte and impeccable leadership skills in transforming organizations.
He serves as the Additional Chief Secretary to Government of Punjab since 2022 and has been the Principal Secretary to the Governor, Punjab and Administrator UT Chandigarh, for 5 years between 2017 and 2022. He has also served as the Secretary, Department of Local Government and MD of Punjab Municipal Infrastructure Development Corporation for 5 years between 2012 to 2017, developing it as a professional state level agency for designing and implementation of large urban infrastructure projects. Other crucial positions held include Secretary, Sports, Finance and OSD Knowledge city Project, Mohali. He served in many field positions, including as Deputy Commissioner, Kapurthala.
He had this extraordinary experience of playing an impactful role of the CEO of Isha Foundation, Coimbatore, founded by the spiritual master Sadhguru, successfully undertaking a complex organization development exercise in Isha Foundation, primarily consisting of inspired volunteers from all across India and the globe, and laid the foundation for its emergence as a unique, large and vibrant global organization, with centers in over 300 cities across the world, which is positively impacting the lives of millions of people through its work, in India and across the globe.
For more than 5 years between 2001 to 2006, Mr. Balamurugan had served with the State Government of Tamil Nadu which is known for high standards of governance and programs implementation. In Tamil Nadu he held important positions in Rural Development department and also as MD of Tamil Nadu Adidravidar Housing and Development Corporation (TAHDCO) for 5 years building it as a credible organization for welfare programs for youth and women; such as employment generation, self-help groups development, skill building, infrastructure development projects etc.
Mr. Balamurugan holds a BA degree in economics from ‘The American College’, Madurai, with a gold medal and an MBA degree from the Indian Institute of Foreign Trade, New Delhi.
