Mr. Gurjot Singh Malhi is an All India Service officer (IPS – 1974 – Haryana) and had worked in the Government for over 38 years & retired as DGP & Secretary to Government of India at New Delhi as Commissioner of Security (Civil Aviation). He possesses wide experience in governance and maintenance of public order, and held a number of sensitive & important leadership positions with Government of India, Govt. of Haryana and the United Nations
Organisation. He worked in the Intelligence Bureau (including at Leh), was Director in public sector undertakings and held a senior position in an international organisation. In Haryana, he worked as District SP, Range DIG, Head of Anti-Terrorist Operations throughout Punjab terrorism days, Range IG, MD Police Housing Corporation and DGP Vigilance & Anti-Corruption.
After superannuation, Mr. Gurjot Malhi worked full-time with the Tata group at the senior management level as Advisor to MD Tata Steel & in Tata Sons, and as Advisor to CEO, Vistara and CMD Air India. Set up and ran world class airlines. He was also the Chief Ethics Counsellor with the Tata group. Was an Independent Director on the Board of Chandigarh Smart City Limited.
He is passionate about the cause of education and has been a member of the Panjab University Senate (2016-20), and again (2021-24), nominated by the Hon’ Vice President of India. He remained Chairman PU Regulations Committee and an elected member of the Syndicate (has always worked completely pro bono – never claiming any kind of allowance or accepting any remuneration).


He did his graduation (B.Sc. Honours – Physics) from St. Stephen’s College and M.Sc. from University of Delhi (Gwyer Hall). He holds a university Diploma in Management and a Diploma in Italian. He has attended senior management training programmes in India, UK, Netherlands, Switzerland and Singapore. He had been a science talent scholar throughout his university days. Had stood third in India in the All India Higher Secondary Examination conducted by CBSE.
At the United Nations Organisation, he was with the International Criminal Tribunal at The Hague, The Netherlands for seven years and was a part of its management team as the Operations & Investigations Commander, and led multi-skilled & multi-ethnic teams of lawyers, investigators & international experts drawn from around the world to investigate complex War Crimes and Crimes against Humanity and supervised very large multi-million dollar projects in hostile environments in Europe – in Kosovo, Macedonia, Bosnia-Herzegovina, Croatia & FRY- and co-ordinated, in connection with projects, with Governments & local authorities around the globe, all through those years. Besides leading teams in complex international investigations, he also supervised Tribunal’s field offices in the capitals of various countries in Europe and was responsible for all international relations of the International Tribunal and conducted weekly interactions with ambassadors of major countries based at The Hague. He was a regular speaker at international fora. In GoI, he led India’s delegations to several international conferences & multilateral fora, like Advanced Imaging Technology International Policy Summit in Washington; Steering Committee Meetings of CASP – Asia Pacific in New Delhi, Asia Pacific Heads of Regulators Meetings in Singapore & Tokyo and represented India as a Member on ICAO World Wide Civil Aviation Standards and Recommended Practices Panels in Montreal.
He has been honoured with the highest national awards in India, including the President’s Medals for meritorious and distinguished services and the special duty medal for services rendered at high altitude
