Tikender Singh

Tikender was the directly elected deputy Mayor of Shimla city. The city saw many initiatives under his leadership. The city developed HVRA, CRI, CMP, CSP, Smart city plan, and many such plans under his active participation with a strong element of peoples participation.

Tikender is also author of four books on urbanization – ‘Cities in Transition’, ‘The Radical City’, ‘On City Governance’, ‘The Crisis of Urbanisation’.He is a regular contributor to a few national dailies on issues of urbanization, sustainable development, tourism, and Himalayan eco system.

The disaster mitigation and adaptation plan speaks about inclusive growth, greater planned social infrastructure and in making not just the city but the citizens resilient. Environment and ecology happens to be the major area of concern.

A model for democratic decentralisation was developed by strengthening the ward sabhas and empowering the ward committees.

Tikender was also a member of the national task force in the country to review the 74th constitutional which speaks about decentralised governance.

   Apart from this Tikender has represented the city and the country on many international events. To name a few:

    1. Was part of the delegation to South Africa for an Urban LED strategies event.
    2. Was a member of the delegation to China to have a fellowship on urbanisation for one month.
    3. Was part of the team to represent the city in World Congress of Resilient Cities in Seoul.
    4. Was part of the delegation to represent city in the World Cities Resilient Congress in Bonn Germany.
    5. Was part of the delegation for COP 21 in 2015, and speaker for cities in France on climate change talks.
    6. Trained on urban studies and did a diploma course from NTU University, Singapore.
    7. Spoke at the BRICS conference in Moscow.
    8. Was a speaker in the UN Habitat III conference in Quito.
    9. Did a fellowship from the city of Leipzig on urban mobility.
    10. Represented the city in Leon in France on the climate change conference.
    11. Was a participant in the National Platform for disaster risk reduction under the Sendai conference.
    12. Regular contributor to The Hindu, The National Herald, Urban Update and other newspapers and magazines on urban issues.
    13. Advisor BORDA and Hill Cities Forum.
    14. Convenor, NCU (National Coalition for Inclusive and Sustainable Urbanisation).
    15. Trained on urbanisation in CELAP academy Shanghai, China.
    16. Senior visiting fellow at the IMPRI (Impact and Policy Research Institute), New Delhi.
    17. National Convenor CITYZENS (advocacy group for alternative urban paradigm based on ‘people first’).
    18. Was responsible in writing vision documents of many cities across India, including Leh.
    19. Professor of Practice at Shoolini University, Solan and Kumaraguru Institutions.
    20. Adviser to urban think tanks in India, including National Institute of Urban Affairs on Hill Cities.
    21. Regular educator of elected mayors and corporators across the country on municipal governance and building their capacities to effectively run city governments.
    22. Adviser BORDA and FISH.
    23. Member Kerala Urban Commission.
