Jatinderbir Singh is a retired IAS officer of the 1983 batch of the Assam-Meghalaya cadre. In his administrative career of nearly 40 years, he has held crucial positions in the Government of India and the State Governments of Assam, Meghalaya and Punjab. He had three tenures of central deputation in the key Union Ministries of Defence, Finance, Home Affairs and Water Resources. He served as Additional Secretary, Union Ministry of Water Resources, prior to his posting as Chairman & Managing Director (in the rank of Secretary to GoI) of Punjab & Sind Bank (P&S Bank) under the the Ministry of Finance.

He also held the post of Chairman of Indian Banks’ Association (a representative body of Indian Banks and Financial Institutions based in Mumbai). During his stint (2006-2011) in the Ministry of Defence, GoI, among other challenging responsibilities, he also effectively functioned as Chairman of the Contract Negotiation Committee under the Defence Procurement Procedure (DPP) for capital acquisition for Land Systems (Army). As Director in the Ministry of Home Affairs, GoI, he made notable contribution in the effective management of Eastern International Border. He has the unique development experience of serving in the three states of Assam, Meghalaya and Punjab. In the Government of Assam, he served as Additional Chief Secretary in the Department of Rural Development & Panchayats. He also served as Principal Secretary in the Departments of Education,Industries,Mines and Urban Affairs. In the Government of Meghalaya, he served as Administrative Secretary of the Departments of Food & Consumer Affairs & Health & Family Welfare. He also served as Deputy Commissioner of West Garo Hills District, Tura. In the Government of Punjab, apart from working in the departments of Irrigation & Power, Public Works and Housing , he also held the post of Director of the Department of Rural Development & Panchayats.

Post retirement, the Government of Punjab appointed him as Chairman of Punjab Infrastructure Regulatory Authority in March, 2018 for a term of five years.

In 2024, the Central Vigilance Commission had nominated him in the panel of eminent persons eligible for appointment as Independent External Monitors (IEMs). Currently, he is serving as an IEM for three central public sector enterprises/ organisation.

He also holds the post of Senior Vice President of Bhai Vir Singh Sahitya Sadan, a premier literary and cultural organization in the national capital, New Delhi.
He holds a Master of Business Administration (MBA) degree from the Australian National University, Canberra.
