Major General (Dr) Harmandeep Singh (Retd) is an alumni of NDA Khadakwasla which he joined in 1984. After 40 years in uniform, he retired in 2024 as Additional Director General Electronics and Mechanical Engineers at Army Headquarters.
A Technocrat, the General has impeccable academic credentials in Management and Technical fields. He is a B Tech (Electronics), M Tech (Computers), MBA and M Phil. He holds a Doctorate in Business Management from Punjabi University. Apart from various army courses, Gen Harmandeep was selected by Army to undergo year long Advanced Professionals Program in Public Administration course at Indian Institute of Public Administration Delhi. He is also Higher Defence Management Course qualified.
He has a wealth of experience, having served across the entire width and breadth of the country from Siachen in North to Port Blair in South , Kibuthu in East to Kutch in West. He was selected as a Peace Keeper in the UN Mission at Lebanon, on the Israeli border. He has been awarded by the UN for Humanitarian services of exceptional order during the Israeli Hezbollah conflict in 2006. His selfless duty in providing succor to the hapless local society in strife torn Lebanon won him immense popularity, goodwill, and accolades.
He has spearheaded various important procurement projects and modernization initiatives at apex level at Southern Command at Pune and at Army HQ. The officer has widely traveled as part of official delegations / personal visits to South Korea, Spain, South Africa, Israel, Hong Kong, France, Switzerland, Italy, US and Canada.


The officer is presently appointed by Punjab Government as the Managing Director Punjab Ex-Servicemen Corporation (PESCO), the mandated outsourced manpower providing agency to various Punjab Government departments. In his present role, he is deeply involved in the welfare of Ex-Servicemen & providing them dignified employment post retirement. He has started an initiative focused on providing employment to wards of Ex-servicemen, particularly Veer Naris, War Widows and young girls/boys facing financial distress.
