Smt. Keshni Anand Arora is an IAS Officer of 1983 batch of Haryana Cadre. She secured 2nd position at All India level in Union Public Service Commission, besides being a topper in M.A. (Political Science) & M. Phil. She is M.B.A from University of Western Sydney, Australia. She has been conferred with honorary degree of Doctor Honoris Causa from Manav Rachna International Institute of Research and Studies (MRIIRS). She was appointed the first lady Deputy Commissioner of Haryana since the formation of the State of Haryana. She played an important role in the implementation of adult literacy programme by voluntary organizations in the district and in handling law and order situation during Mandal Commission. She is known for leadership and coordination abilities and is passionate for e-Governance projects.
She has contributed immensely to the promotion of tourism in the State of Haryana. During her tenure, Haryana got two National Awards from the Ministry of Tourism for Development of Bhima Devi and for Promotion of Convention Tourism.
She spearheaded the planning and implementation of various e-Governance projects for the State of Haryana such as Vahan & Sarthi in Transport Department, Web based HALRIS in Revenue & Disaster Management Department. Further, she streamlined the registration system, e-Stamping, setting up of Modern Record Rooms, online transfer policy for School Teachers, Cadastral Maps alongwith Survey General of India, Disaster Management System, Dial 112 etc. The pilot of Lal Dora free in Haryana led to SVAMITVA scheme in Govt. of India.


As Deputy Director UIDAI, she contributed significantly to implementing pilots of Aadhar based DBT in MGNREGA, LPG, de-duplication of scholarship and social welfare pension schemes and schemes for school children at all India Level. She also implemented Aadhar linked birth registration system for new born children for the first time in India.
She played an important role in formulation of Industrial and IT polices of the State which led to creation of congenial environment for investment by Industry. She worked for improved connectivity for Haryana as Chairperson, Gurugram Rail Metro Corporation and Haryana Mass Raid Transport Corporation.
She successfully handled the situation in COVID-19 as Chief Secretary to Govt. Haryana. During her tenure as Chairperson, Haryana Water Resources Authority, the State of Haryana successfully implemented the Integrated Water Resources Plan and Integrated Water Resources Action Plans which are the first of its kind initiative in the Country. Due to the efficient implementation of the Integrated Water Resources Action Plans in Haryana, the Haryana Water Resources Authority has been honoured with the “Water Digest Water Awards 2022-23” & “Water Digest Water Awards 2023-24” for the best initiative in groundwater administration and management in the State.
